(1) Qualification of the problems from 1 to 4 points, elaborate for three experts’ in the resolution. The report is not binding, on the judges

The announcement is very confusing… There is mention about qualification from 1 to 4, and then “The report is not binding, on the judges” …. Cant make head or tail.
This is Mario’s comment I’ve got: “The jurors for each of the genera of the tournament, are what will decide on the order of merit of the participants.
Also, may have a “report” with scores of 1-4 points for each problem, in form anonymous, of three experts in problem solving (only for direct mates ).
Judges do not have the obligation to take into account the above report.”
