Indeed a rare condition! Normally when a condition like this is imposed on Black, it usually means:
a) Black obeys the condition, if possible, else he plays normally OR
b) Black obeys the condition, if possible, else he’s in stalemate
But here, there’s a third option:
c) Black obeys the condition, if possible, else he skips a move!
But well used by the composers to show a double Zabunov and 2 rundlaufs.
The genre could be a sub-variant of: Black must check if able or does not play at all. In german, Schwarzschäche.
Ingenious use of the condition to create new batteries! Bravo.
One can see this problem as mainly a series one, where black must break the white series under particular circumstances.
In e.g. parry series, this particular circumstance is when black is in-check, when black can check in schwarzschache, and when black can double-check in this problem.
There are other variations on the same principle, such as “black play only to capture” (winchloe).
