Neutral piece: Belongs to whichever side chooses to use it. It can therefore be moved or captured by White or Black, and in Circe it is reborn according to capture. A King may not be moved onto a square controlled by a neutral piece, because of self-check.

Black king is under double check at the diagram: the last move may have been Bg5 × h7 ++ by the White King on the King's Bishop's Column and by the White Bishop on the King's Rook column.
The series is played by the Black King and the mat is given by the White Rook which threatens to capture as a King. The Black King can not capture the Rook as it is protected by the "Bishop" h2. (Author)

According to this definition, long castling isn’t allowed if b1 is attacked.
And why the strange stipulation in 1416? The reverse position (wKe2 / bKb2 / nPd2, f7) is a regular h#2.5 Bolero.
I assume the Bolero definition is imprecise concerning long castling. In orthodox chess, long castling is (of course) legal even if b1 is attacked; there is no reason things should be different in Bolero.

“….Castling is permitted if the king and the rook are on their starting positions (or with Circe-reborn K or / and R) and the squares between them (except b1 square at the long castling) are not attacked by enemy pieces according to the Bolero condition”.
