Definitions:
Locust(L): Moves along Queen lines only by capturing an enemy unit, arriving on the square immediately beyond that unit, which must be vacant.
PWC: When a capture is made, the captured unit (except a King) is replaced on the square the capturing unit just leaves. A Pawn is immovable on its 1st rank.

My begining point of inspiration was a problem of Chris Feather, Fairings 4, 2009 N17, h‡10 (2+7) C+ Circe echange LO=Locuste

where white King is in jail leaving all the play to white Locust.

But I didn't like that black Rook h2 and Bishop h1 don't take part in the action. In the h#11, white King is also in jail, but the solution is very different: after captures of black "c" pawn by the Locust, the pawn is promoted in Bishop of black square. Then the Locust follows to capture black Bishop. During this time, black King goes to…b6 ! The reason appears on the 9th move (with white Locust in c8 & black Bishop in c3). The capture of Bishop c3 allows his change of colour in…c8! Then the capture of white pawn h3 allows…his promotion in Queen in c8 which can give unexpected mate in a6. (Author)
